3. David, aged 36, is a successful writer of novels for children. David
is in a civil partnership with Peter. They live in Holland Park in a
mansion with four bedrooms, swimming-
pool and private cinema. The mansion already has a room for a child,
since David and Peter would like to have children in the future. David
is invited to give a talk at Dalston
primary school where he meets Paula, aged 5. Paula's mother is an
alcoholic and Paula is placed with her grandparents, who have been
granted a residence order. Paula's
grandparents are old and are facing significant financial turmoil. When
he returns home, David tells Peter that he would like to adopt Paula.
Advise David and Peter on the procedure for adoption.

(a) "The Children Act 1989 is the most comprehensive piece of
legislation which Parliament has ever enacted about children. It draws
together and simplifies existing legislation to produce a more practical
and consistent code. Itintegrates the law related to private
individuals with the responsibilities ofpublic authorities, in
particular local authority and social services departments,towards the
protection of children. In so doing, the Act strikes a new balance

(b) Ash, aged 12, and Igor, aged 16, were found by the police after
their mother, Mary, had reported them missing. When they saw the police,
Ash and Igor claimed that their mother's new partner, Viktor, was
abusive. They ask for help to find new accommodation. Ash and Igor have
run away from home onnumerous occasions since their mother started her
relationship with Viktor ten months ago. Mary is worried that she might
lose parental responsibility.
Advise Mary on how the local authority will assess and address the case.
